Sorry that you must expend energy on enforcing stricter moderation, but I can totally see why. And I love the frame, as my default icon would suggest.
I'm sorry that it's come to this. I've always felt that whether a journal was public or not, people should respect the space, but since I've been on the interwebz forever, I also know that some people get immense pleasure from being assholes.

This makes sense as a policy. Some people simply go online to play the bully instead of trying to do something worthwhile in real life.

There's no reason to tolerate them bringing down the blog for you and everyone else.
I and my cobloggers put quite a bit of thought into this when we published our commenting policy in 2006, using examples elsewhere that we found compelling and repurposing them to fit our own zeitgeist.
