Huh. Reminds me a bit of the Vess and Kaluta work on Books of Magic.

Kaluta would've been my first guess too, but his layouts are usually more sophisticated. Maybe Rebecca Guay? Kaluta (who influenced/mentored Vess) and Vess are big influences of hers, along with Waterhouse and all them Pre-Raphealites. *big art nerd*
